What is an SDVOSB?

A Service-Disabled Veteran-Owned Small Business (SDVOSB) is a small business that is 51% solely owned and managed by a service-disabled Veteran. SDVOSBs are the beneficiaries of Executive Order 13360.


SDVOSB Eligibility requirements:

  • Satisfy the US SBA's criteria as a small business under the North American Industry Classification System (NAICS) code assigned to the procurement.
  • Be at least 51% owned and operated by one or more service-disabled veterans (SDV).
  • An SDV manages the company with a service-connected disability determined by the US Department of Veterans  Affairs.


The US Veterans Administration requires SDVOSB's to bear a demanding vetting procedure to earn the SDVOSB certification. Green Wise Solutions, LLC is honored to participate in this program and committed to fulfilling all the requirements needed to maintain the SDVOSB certification.

What unique benefits do SDVOSB's have?

  • SDVOSB's are a part of a federal set-aside classification making SDVOSB's a priority distributor to government agencies. Government agencies must assign a certain percentage of their procurement from federal set-asides by law. Agencies are also encouraged to purchase from SDVOSB set-asides by a rating system.
  • Competition is limited to several federal contract opportunities to businesses in the SDVOSB program.
  • Many DOD-sector contracting officers place intrinsic value on a business led by an SDV because they recognize that the military veteran's experience is an advantage concerning strategic risk reduction and specified knowledge of DOD goals, the steadfastness needed in settling obligations, and lessening of security risks.
  • The SBA provides procuring agencies the authority to set aside contracts exclusively for competition amongst SDVOSBs.
  • Many Federal and State agencies issue SDVOSB set-aside contracts and SDVOSB procurement incentives.
  • When Prime Contractors hold large contracts, it is the general mandate that the prime contractor-ship/the large firm who initially wins the contract must meet small business participation or procurement goal such as an SDVOSB as a percentage of its overall contract.

  • On December 16, 2003, the Veterans Benefits Act of 2003 (Public Law 108-183) was passed by Congress. Section 308 of the Act (Public Law 108-183) established a procurement program for Service-Disabled Veteran-Owned Small Business Concerns (SDVOSBC). This procurement program provides that federal contracting officers may restrict competition to SDVOSBCs and award a sole source or set-aside contract applicable to specific criteria.
  • Public Law (PL) 109-461 entitled "Veterans Benefits, Health Care, and Information Technology Act of 2006" provides VA with unique authority for contracting with SDVOSB and VOSB. A new procurement hierarchy within VA for open market procurements was created, which places our highest priority with SDVOSB, followed by VOSB.
  • Executive Order 13360: Enacted to support the business enterprises of retired, service-disabled military personnel. By requiring federal agencies to provide contracting and subcontracting opportunities to SDVOSBs.
  • Public Law 106-50: Enacted to establish a contracting goal or quota for federal agencies to meet. This law states that federal agencies must award 3 percent of their contracts to qualified SDVOSBs.
  • The government aimed to award 3% of prime contracts to SDVOSB's. The government has exceeded that goal in the Fiscal Year 2019 and awarded 4.39% of all contracts to SDVOSB organizations worth over $22 billion. Additionally, in 2020 the government awarded 4.28% of all contracts to SDVOSB's worth over $23 billion.
